What's a ring-down circuit?

A ring-down (or ringdown) circuit is like a small version of a phone company's central office. It allows one phone to call another, but no dialing is necessary. The call is initiated by simply picking up the handset on a phone. It's possible to have one phone cause several phones to ring at the same time, but not select an individual phone.
